Admiralty Law, an intricate and detailed field of practice, is vested with a long, colorful history
that traces its roots back thousands of years to the ancient Phoenicians and has evolved for hundreds
of years in the English Courts of Admiralty. Its evolution in modern times, however, is moving
briskly forward to keep pace with an industry of massive vessels transporting all matter of cargo,
often hazardous in nature.
Within SEA 00C, all issues of maritime law are handled by the Assistant Supervisor of Salvage
(Admiralty). Possessing expertise in Admiralty Law, this attorney pursues, determines, and resolves
affirmative salvage claims. These claims stem from cases where the Navy provides salvage assistance
to civilian vessels that are in peril, disabled, or presenting a threat to the environment. The
enabling statute authorizing this scope of recovery is the Salvage Facilities Act,
10 U.S.C. §§ 7361-7364.
Moreover, the Assistant Supervisor of Salvage renders legal advice to the Command on specific matters
and general policy issues that affect the United States Navy salvage and diving community.
